Why it is structured this way

Budget the renewal, not the application. A first-year applicant pays a modest entry cost; anyone holding the license pays close to 80 every two years once the surcharges are counted.
That is worth weighing for a locum PA deciding which licenses to carry between assignments. Washington is not an expensive state to enter and is a moderately expensive one to hold.
