The Compact’s 2027 Timeline, and What Has to Happen First

The Commission projects the first privileges for early 2027. That date depends on a data system that has to work before anything can be issued, which is why the estimate has moved before.

Every published timeline for this compact has been an estimate, and estimates that depend on software have a particular way of moving.

What the Commission has to finish

The blocking item is the data system. A privilege asserts that the license underneath it is unencumbered now — so the Commission needs a way to see license status and disciplinary action across every member state, continuously, and to withdraw a privilege when the foundation moves. That is an interstate data-sharing program with as many counterparties as there are member states, each with its own systems.

Alongside it sits governance: rules adopted, fees set, the unique-identifier scheme operating, and an application process built and tested.

Why the date has moved

Activation was 2024. Early expectations put privileges considerably sooner than early 2027. The slip is not a sign of trouble — it is what happens when the number of participating states roughly quadruples while the system is being designed for them.

How to plan against a moving date

Do not build a start date around it. If you have work in another state in the next eighteen months, that is a license, and the compact is irrelevant to it.

Do use the interval for the things that will be true whenever it opens: keep certification current, keep your license history clean and fully disclosed, and make sure you hold a license in a member state. None of that is wasted if the date moves again.
