Locum assignments book on timelines far shorter than licensure. A license takes two to four months; an assignment is often filled in two weeks. So the license has to exist before the assignment appears, which means licensing speculatively rather than in response to an offer.
Locum economics only work if the license is already there. That single fact reorganizes how a locum PA should think about licensing.
The timing mismatch
An agency gets a request and needs a body in three weeks. Candidates who are licensed in that state get the call. Candidates who could be licensed in three months do not, because the assignment will be over by then.
A license is therefore not a response to an offer. It is a prerequisite for being offered anything, which means you are licensing on speculation.
Speculating well
Speculative licensing costs money and produces renewal obligations, so it needs to be aimed rather than broad. Three filters help.
Where would you actually go? A license in a state you would decline to work in is pure carrying cost. Where is the demand? Rural and underserved regions generate more locum requests per capita than metros. And which are compact members?
That last filter is doing more work every year. A member-state license supports privileges into twenty-eight other member states from 2027, which turns one application into broad coverage — the single biggest change to locum licensing economics in decades.
Temporary and locum permits
Several states sell a bridge instrument. Minnesota prices a locum tenens permit at $25 in statute, which is close to free. Indiana offers a $50 temporary permit. Kentucky charges $50, plus $50 to convert.
These are worth knowing state by state, because where one exists it collapses the timing mismatch for a specific assignment. Where one does not, the full license is the only route and the speculation has to happen earlier.
The maintenance problem
Every speculative license has a renewal cycle, a CME requirement, and in several states a topic mandate. Hold eight of them and you have eight calendars, which is how locum PAs end up with an accidentally lapsed license in a state they meant to keep.
One calendar with every deadline on it is the entire solution. It is not sophisticated and almost nobody does it.
What changes in 2027
A great deal, for exactly this population. Instead of maintaining eight licenses, a locum PA holds one strong member-state license and applies for privileges as assignments appear.
Privileges are expected to be faster than licenses by a wide margin, which is the first time locum licensing will move at locum speed. Until then, speculate deliberately and keep the calendar.
