Every other part of an application responds to effort. This one does not.
Why it is fixed
Prints go to a state agency and frequently onward to the FBI. The turnaround is a queue you are in, not a service you are buying. Paying more does not move you up it, and the board cannot expedite a result it has not received.
The out-of-state complication
Many states require prints captured through their own vendor. If you do not live there, a Live Scan taken locally may not be accepted, and you may need hard-card processing — physical cards, posted, processed manually. That is slower than electronic capture by a wide margin and it introduces the possibility of rejection for print quality, which restarts the whole thing.
Rejected prints
Worth knowing because it is common enough to plan for. Prints get rejected for legibility, and clinicians who work with their hands are not immune. A rejection means recapture and requeue — effectively doubling this segment.
What to actually do
Start it first, or as close to first as the state permits. Confirm before booking whether the state accepts a Live Scan from outside its borders, and if not, order hard cards early. Where the state allows a choice of vendor, ask about current turnaround rather than assuming they are equivalent.
