The Physician Assistant Licensure Compact reached its activation threshold in April 2024, when a seventh state enacted it. That milestone was reported widely and accurately. It was also read, by a great many working PAs, as meaning something it did not mean.
What activation actually started
Activation started the Commission’s work, not yours. Reaching seven states is what allows a compact to constitute its governing body and begin building the machinery that will eventually issue privileges. It is the beginning of an administrative program, not the opening of an application window.
That machinery is substantial. Before any privilege can be issued, there has to be a data system that verifies licenses and disciplinary history across state lines in something close to real time. A privilege is only as good as the assurance that the license underneath it is unencumbered today, not on the day it was granted. Building that is the bulk of the work between activation and availability.
What this means if you need to work in another state
A full license in that state is the only lawful route. That was true before activation and it is true now.
The failure mode worth naming plainly: a PA reads that their home state and their target state have both joined, concludes that the compact covers the move, and takes the work. That is unlicensed practice. The fact that both legislatures signed the same agreement is not a defense, because the agreement has not yet produced the instrument that would authorize anything. There is no privilege to hold.
The part that is genuinely good news
Membership is not meaningless — it is positioning. When privileges open, a license held in a member state becomes the qualifying license for privileges across every other member state. A license in a non-member state does not, no matter how long you have held it or how clean it is.
So the question worth asking now is not “when can I use the compact” but “will I be holding the right license when I can.” Those are different questions with different deadlines, and the second one has a much shorter fuse than people expect, because licenses take months.
